The social dialogue regarding income tax was conducted in an exemplary manner, a lot of effort was put into finding compromise solutions and these were also found in the form of a higher general relief and compensation for working from home and at least partial harmonization of income tax classes and tax reliefs, said the president of the Pergam trade union headquarters Jakob Počivavšek. “The government had a thankless taskto correct an arrangement that is pleasing at first glance, but on the other hand is intolerable,” he estimated.

President of the Association of Employers of Crafts and Entrepreneurs of Slovenia (ZDOPS) Marko Lotrič assessed on behalf of the employer’s side that the dialogue, even earlier in the working groups, took place “very good”, but that the views of the partners do not completely match. Regarding the changes in the norm, he said that they support the efforts to clarify the market or competitiveness between companies, but that they cannot find consensus regarding craft activities and smaller service companies.

“I sincerely hope that in the future we will also find a solution for this category of crafts and small entrepreneurship,” said Lotric. Regarding the income tax, he said that they were reassured by the assurances that net payments are expected to increase, as this is in favor of mitigating the burden.

According to him, the most important point for the economy was energy or amendment to the law on aid to the economy due to high electricity and natural gas prices. They welcome the government’s proposal for an amendment to this law approved on Thursday, according to which co-financing would increase from 30 to 50 percent of eligible costs, but they wanted the threshold for entering aid to be lowered from twice the increase in energy costs to 1.2 or 1.5 times, “but we didn’t succeed, even though the European regulation in this area is also strong”. He emphasized that, according to the economy, the only solution for next year is a cap on electricity prices, which, according to their estimation, should be at least 200 euros per megawatt hour.

‘It is unacceptable that the Normarians are in a worse position in a time of energy and general cost of living’

The Chamber of Crafts and Entrepreneurs of Slovenia (OZS) opposes the proposed changes in the taxation of normans. “It is unacceptable that the government is changing the tax legislation and the poorer position of the Norwegians at a time of energy and general high prices. Companies now need help to survive this crisis, not additional burdens.” as the OZS announced, the president of the chamber warned at the ESS meeting Blaž Cvar. He believed that the proposed changes would lead to the closure of companies and an increase in illegal work and the number of socially vulnerable people. OZS emphasizes that the taxation of an entrepreneur cannot be compared with the taxation of an employee’s salary, and insists that an analysis be carried out and then the solutions included in the tax reform.

The Chamber of Commerce of Slovenia (GZS) is not satisfied with the proposed amendment to the law on aid to the economy. As they announced, he is the general director of the Chamber of Commerce and Industry Aleš Cantarutti said at the ESS meeting that they were disappointed because the share of aid was increased from 30 to 50 percent only in the case of simple aid and because the entry threshold was not lowered to 1.5 times the increase in costs. They also believe that the beneficiary’s statement regarding the inclusion of the increase in the cost of electricity and natural gas in the final prices of its products and services should be deleted from the law.

The trade union side is of the opinion regarding the amendment on aid to the economy due to high electricity and gas prices that a safeguard should also be included, that the companies that will receive the aid should undertake not to lay off workers for a certain period, Počivavšek said. “because the measure is also intended to protect jobs”.

The social partners also had on the table a proposal to rebalance this year’s state budget. As the president of the Confederation of Trade Unions of the Public Sector of Slovenia said Branimir ŠtrukeljFinance Minister Klemen Boštjančič raised the eyebrows of the ESS members mainly with the forecasts regarding the budgets for the years 2023 and 2024. “It didn’t seem to portend anything optimistic,” said Štrukelj.

According to him, the ESS also devoted considerable time to the procedures for concluding an agreement with BiH and Serbia regarding employment.

The current chairman of the ESS also said that the social partners would like other ministries to give them as much opportunity and space for discussion and proposals for improvements to legislative proposals as the Ministry of Finance gives them.
